The Pyramid That Watched for the End of the World
North Dakota’s strangest landmark was the nerve center of America’s only completed Safeguard missile-defense complex. Its real life was brief, but not quite the single day of legend.
On the prairie near Nekoma stands a building that seems less constructed than landed. It is a concrete pyramid with its point cut off. Four enormous circles mark its sloping faces. The horizon is long, the structure is blunt, and the effect is almost impossible to dismiss.
People call it the Nekoma Pyramid. The U.S. Army called it the Missile Site Control Building, Building 430. It was the close-range brain of the Stanley R. Mickelsen Safeguard Complex: a six-site system of radars and nuclear-tipped interceptor missiles built to defend another field of nuclear missiles.
That last sentence contains the logic of the Cold War in miniature.
Safeguard was designed to keep part of the American retaliatory force alive after a Soviet first strike. If an attack came over the North Pole, radar operators in northeastern North Dakota would have only minutes to sort warheads from decoys, assign interceptors and attempt a defense. The pyramid was where the final tracking and guidance would happen.
Then, just as the entire system reached full readiness in 1975, Congress moved to close it.
This is often compressed into an irresistible line: a multibillion-dollar missile complex that operated for one day. The line has traveled farther than the facts. The documented timeline is stranger and more revealing.

A shield for the sword
By the late 1960s, the United States had hundreds of Minuteman intercontinental ballistic missiles in underground silos across the northern Plains. One cluster (150 missiles, according to an Army history) was associated with Grand Forks Air Force Base.
Those missiles were meant to deter war: an enemy had to believe enough American weapons would survive an attack to answer it. Safeguard’s job was not to place an impenetrable dome over North Dakota, much less the whole nation. Its immediate purpose was to complicate a Soviet attempt to destroy the Grand Forks missile field.
The architecture followed the problem. Safeguard was not one base but a dispersed machine.
Its long-distance eye was the Perimeter Acquisition Radar, or PAR, near the former community of Concrete, roughly 25 miles northeast of the Nekoma missile site. Its single phased-array face looked north. An Army account said it could detect an attack at about 1,800 miles, giving the system perhaps six minutes as incoming objects crossed the polar approach.
The PAR would pass tracking information to the Missile Site Radar, or MSR, housed in the pyramid. The MSR had a radar array on each of its four faces, allowing it to look in every direction and provide the more precise data needed to launch and guide interceptors. Unlike a familiar dish that swivels toward a target, a phased-array radar steers its beam electronically. Thousands of small antenna elements could make the radar’s attention move without moving the building.
The interceptors came in two layers.
Spartan was the long reach: a 55-foot, three-stage missile intended to meet the incoming “threat cloud” above the atmosphere. Sprint was the last chance. Only 27 feet long and built for extraordinary acceleration, it was supposed to attack surviving warheads after the atmosphere had begun stripping lighter decoys and debris away from them. Both carried nuclear warheads. Safeguard proposed to stop nuclear weapons with nuclear explosions: first high above Earth, then closer to the defended ground.
At full strength, the North Dakota system held 30 Spartans and 70 Sprints. All 30 Spartans and 16 Sprints were placed at the Nekoma missile site; the remaining Sprints were distributed among four remote launch sites near Hampden, Dresden, Concrete and Fairdale. The Army used the word “complex” because the weapon was spread across the countryside.
The pyramid is the part that became famous, but it never worked alone.
Concrete built for minutes
The Missile Site Control Building was constructed between 1970 and 1973. The Historic American Engineering Record describes it as nuclear-hardened and partly underground, with its data-processing center and power plant designed to remain self-contained during an attack.
Above ground, the truncated pyramid rose about 80 feet. Its sloped walls were four feet thick. Each radar face was 13 feet across and contained roughly 5,000 phased-array elements, according to the Army’s Redstone Arsenal history. The Historic American Engineering Record measured the original Missile Site Radar installation at 433 acres; that historic footprint should not be confused with the more-than-184-acre parcel Bitzero says its subsidiary acquired in 2022. The separate PAR site covered 279 acres.
The proportions can make the place feel ancient in photographs, but almost everything about it was keyed to electronic speed. The radars were to detect, discriminate and track. Computers were to calculate trajectories. Interceptors were to launch and maneuver. The human decision window was measured not in hours, but in minutes.
And around that emergency machine stood the ordinary machinery of a post: housing, a chapel, a gymnasium, a community center, medical facilities and work buildings. Safeguard required soldiers, civilian specialists and families as surely as it required radar arrays. A weapon designed for the end of normal life briefly created a normal community around itself.
The treaty that narrowed the map
Even before North Dakota’s system was finished, Safeguard had become part weapon, part negotiating position.
The United States and Soviet Union signed the Anti-Ballistic Missile Treaty on May 26, 1972. The agreement limited each country’s defenses rather than trying to eliminate its offensive missiles. The theory was severe: if neither superpower could build a national shield, neither could confidently attack and escape retaliation.
The original treaty allowed each side two ABM deployment areas (one around its capital and one around an ICBM field), with no more than 100 interceptors at each. A 1974 protocol reduced the allowance to one site per country. The United States chose its ICBM-defense site in North Dakota; the Soviet Union kept its system around Moscow. Construction at a planned Montana site had already been suspended.
The North Dakota complex therefore arrived as both the fulfillment and the limit of an American plan. It was the only complete Safeguard site the country would operate.
No, it did not operate for only one day
Here is the chronology in the Army’s detailed institutional history:
- October 1, 1974: Construction and equipment installation reached the equipment-readiness date, and the Army accepted and dedicated the complex.
- February 1975: Delivery of nuclear warheads began after certification for the nuclear mission.
- April 1, 1975: Safeguard achieved initial operating capability. Operational control included 28 Sprint and eight Spartan missiles in a fully connected system.
- September 28, 1975: Three days ahead of schedule, the complex reached full operational capability with all 30 Spartans and 70 Sprints.
- September 28, 1975: The House Appropriations Committee recommended deactivation by the end of the fiscal year.
- October 2, 1975: The full House agreed with the committee.
- February 9, 1976: Final legislation containing the shutdown restriction was signed.
- February 10, 1976: The Joint Chiefs ordered deactivation; Missile Site Radar transmissions and launch capability ended.
That is not a one-day operational life. The system had been at initial capability for nearly six months before it became fully operational. After full capability, the Army’s history counts 136 days until deactivation.
So where did the one-day story come from? A separate Army history says Safeguard became operational on October 1 and that the House voted the next day. The detailed chronology distinguishes equipment readiness, initial capability, full capability, a committee recommendation, a House vote and the final shutdown order. Retellings have collapsed those different milestones into one clean punch line.
There is a dramatic same-day fact: according to the detailed Army account, the House Appropriations Committee recommended closure on the very day the complex reached full operational capability. Reality does not need the extra exaggeration.
Why build it, and why stop?
Safeguard was overtaken by the contest it was built to manage.
The system had 100 interceptors. Soviet missiles increasingly carried multiple independently targetable reentry vehicles, or MIRVs: several warheads could ride one missile and separate toward different targets. An attacker could also send decoys and attack the radars themselves. Congressional reviewers concluded that a large strike could overwhelm the limited defense, while the ABM Treaty prevented the United States from expanding Safeguard into the broad network once imagined.
The radars were especially consequential weak points. If they were destroyed or blinded (including by effects from the defensive nuclear detonations), the interceptors could lose the guidance that made them useful. The system was technically astonishing, but technical success did not settle whether it produced enough strategic protection for its continuing cost. An Army history later described the complex as a $5 billion investment whose operations were measured in months.
Congress did not simply demolish everything. It preserved the northern radar’s useful second life.
The eye that stayed open
The missile launch capability and the pyramid’s radar went dark. Missiles and warheads were removed, a process completed in September 1976. Salvage and sealing followed, and the complex entered caretaker status in 1977.
But the Perimeter Acquisition Radar survived. Connected to the North American air-defense warning network, it transferred to the U.S. Air Force in 1977. Today, at Cavalier Space Force Station, the modernized Perimeter Acquisition Radar Attack Characterization System still watches the polar approach for ballistic missiles and contributes observations of objects in Earth orbit.
Cavalier Space Force Station and the abandoned-looking pyramid are not the same place. One is an active military installation with a continuing warning mission. The other is the retired Missile Site Radar building now held for private redevelopment. They are two endings to the same machine: one component found a lasting purpose, while the other became North Dakota’s most uncanny Cold War landmark.
In regulatory disclosure current through May 27, 2026, Bitzero said its subsidiary acquired the more-than-184-acre Nekoma property on July 18, 2022. The company reported usable electrical capacity at the wider site, but said it was not being used and separately described the pyramid’s data center as non-operational. Bitzero said it was developing the property and might retain, lease, or sell it. That makes this privately owned redevelopment property, not a public ruin.
What the pyramid remembers
It is easy to make the Nekoma Pyramid stand for government waste. It is just as easy to romanticize it as a mysterious ruin. Neither reading is large enough.
The building records a moment when engineers tried to make an electronic decision in minutes, politicians tried to bargain an arms race into limits, and strategists tried to preserve deterrence by defending the weapons of retaliation. Safeguard succeeded as construction. It reached its stated operational milestones. Its radar and interceptor system worked well enough to deploy. But the strategic problem changed faster than concrete could.
That is why the pyramid matters. It is not merely a project that ended. It is a monument to the difference between making a machine function and making its logic hold.
The prairie kept the evidence.
